Haqqani to travel to the US - Report

Pakistan’s former ambassador to the United States Husain Haqqani is expected to fly out of the country in the early hours of Tuesday after restrictions on his travel were eased by the Supreme Court, sources told DawnNews.

According to sources, Haqqani will be leaving for Doha on a private jet around 4 am Tuesday morning, from where he will later travel to the US. Haqqani is also scheduled to meet with top officials in the US.

Sources also told DawnNews that the former ambassador met with the Deputy Chief of the US Mission in Islamabad Jonathan Pratt at the Prime Minister’s House where the memo case and other issues were discussed.
Earlier during the day, Haqqani’s counsel Asma Jehangir had requested the apex court to ease travel restrictions placed on her client, who, she argued, had family abroad.

Subsequently, the court permitted Haqqani to travel.

“He is allowed to proceed out of country,” Chief Justice Iftikhar said in his order, after Jehangir guaranteed her client would appear before judges at four days’ notice if required.

The court moreover directed that in case of travelling abroad, Haqqani would have to inform the court’s registrar office.

“I am glad that the Supreme Court has restored my right to travel, which had been rescinded without any charges being filed against me. I will join my family in the US after discussions with the leaders of the Pakistan People’s Party,” Haqqani had told an AFP reporter.

Sports:Amir Khan gets engaged to Faryal Makhdoom

Amir Khan got engaged to 20-year-old New Yorker Faryal Makhdoom at a grand 150,000-pound affair.

Makhdoom is of Pakistani descent like the boxer and had met him last July. She has since visited Khan’s family at their home in Bolton and spent five days meeting his nieces, nephews and cousins.

Khan presented his to-be-bride with a 100,000-pound band set with three diamonds as they celebrated with 1,000 family and friends at his beloved Bolton Wanderers’ Reebok Stadium, a news report said.

Guests at the bash in his Lancs hometown included former boxing champ Ricky Hatton and ex Wanderers skipper Kevin Nolan.

“Faryal is so humble. Anybody who meets her is going to fall in love with her. She’s got no edge, she’s just a terrific person,” he said.

Obama confirms US drone strikes in Pakistan

WASHINGTON: President Barack Obama on Monday confirmed that the US drone aircraft have struck Taliban and Al Qaeda targets within Pakistan – operations that until now had not been officially acknowledged.

When asked about the use of drones by his administration in a chat with web users on Google+ and YouTube, Obama said “a lot of these strikes have been in the FATA” – Pakistan’s Federally Administered Tribal Areas.

“For the most part, they’ve been very precise precision strikes against Al Qaeda and their affiliates, and we’re very careful in terms of how it’s been applied,” Obama said.

“This is a targeted focused effort at people who are on a list of active terrorists, who are trying to go in and harm Americans, hit American facilities, American bases, and so on.”

Explaining that many strikes were carried out “on Al-Qaeda operatives in places where the capacities of that military in that country may not be able to get them,” Obama confirmed that Pakistan’s lawless tribal zone was a target.

“So, obviously, a lotof these strikes have been in the FATA, and going after Al Qaeda suspects who are up in very tough terrain along the border between Afghanistan and Pakistan,” he said.
“For us to be able to get them in another way would involve probably a lot more intrusive military action than the ones we’re already engaging in.”

US officials say Pakistan’s tribal belt provides sanctuary to Taliban fighting for 10 years in Afghanistan, Al-Qaeda groups plotting attacks on the West, Pakistani Taliban who routinely bomb Pakistan and other foreign fighters.

Sixty-four US missile strikes were reported in Pakistan’s semi-autonomous tribal belt last year, down from 101 reported in 2010, according to AFP tallies.

According to the New America Foundation, a nonpartisan think tank in Washington, drone strikes in Pakistan over the past eight years have killed at least 1,715 people, and as many as 2,680 people.
The United States had until now refused to discuss the strikes publicly, but the program has dramatically increased as the Obama administration looks to withdraw all foreign combat troops from Afghanistan by the end of 2014.

In October, US Defense Secretary Leon Panetta acknowledged the CIA’s drone program, but did not specifically indicate they were used in Pakistan
.
When asked by AFP if Obama’s remarks signaled a change in US policy about the drone program, a White House spokesman refused to comment.

The Pakistani government is understood to agree to the program despite popular opposition at home.
Drones have reportedly killed dozens of Al-Qaeda and Taliban operatives and hundreds of low-ranking fighters since 2004.

But the missile strikes fuel widespread anti-American resentment, which is running especially high in Pakistan since US air strikes inadvertently killed 24 Pakistani soldiers in November.

A US-Nato investigation blamed the deaths on a litany of errors and botched communications on both sides. But Pakistan rejected the findings, insisting the strikes had been deliberate.

Obama said drones had “not caused a huge number of civilian casualties” and that it was “important for everybody to understand that this thing is kept on a very tight leash.”

Islamabad is now reviewing its entire alliance with the United States and has kept its Afghan border closed to Nato supply convoys for two months.

It ordered US personnel to leave Shamsi air base in western Pakistan, widely believed to have been a hub for the CIA drone program, and is thought likely to only reopen the Afghan border by exacting taxes on convoys.
The State Department said on Monday it had used small, unarmed surveillance drones to protect US diplomats in so-called “critical threat environments” overseas.

The news emerged after The New York Times reported that Iraqi officials have expressed outrage at US use of a small fleet of drones to help protect the embassy, consulates and American personnel in Iraq.

“The State Department has always used a wide variety of security tools and techniques and procedures to ensure the safety of our personnel and our facilities,” spokeswoman Victoria Nuland said.

“We do have an unmanned aerial vehicle (UAV) program used by the State Department,” she said, adding the UAVs are “tiny” and “not capable of being armed” but designed to provide pictures of US government facilities.

Rehmarkable turnaround gives Pakistan series win

ABU DHABI: Left-arm spinner Abdul Rehman took a career best 6-25 to help Pakistan humble England by 72 runs in the second Test here on Saturday, to give them an unassailable 2-0 lead in the three-match series.
The 31-year-old twice took two wickets in successive overs to dent England’s chase after they were set a 145-run target on a weary fourth day Abu Dhabi Stadium pitch, bowling them out for 72 – their lowest against Pakistan in all Tests.

Rehman’s effort overshadowed Monty Panesar’s 6-62, in his first Test for 30 months, which finished Pakistan’s second innings at 214 in the morning.

This is England’s first series defeat after being unbeaten in their previous nine since their loss to the West Indies in early 2009 — a sequence which saw them rise to world number one in the Test rankings in August last year.

Pakistan won the first Test in Dubai by ten wickets. The third Test will also be played in Dubai from February 3.

Rehman was ably assisted by off-spinners Saeed Ajmal (3-22) and Mohammad Hafeez (1-11) in a match which saw spinners dominate from the first day.

England lost their top four batsmen in the space of just 37 balls after an extra cautious start on a difficult pitch.

England captain Andrew Strauss topscored with 32 before he became one of Rehman’s victims during his maiden five-wicket haul.

In the penultimate over before tea, Rehman trapped Kevin Pietersen (one) and two balls later bowled Eoin Morgan (nought) to raise hopes of an unlikely win for Pakistan.

Sensing they could only upset their rivals through early wickets, Pakistan opened the bowling with off-spinner Mohammad Hafeez who responded well by catching Alastair Cook (seven) off his own bowling after England had edged cautiously to 21 by the 15th over.

Bell, promoted to number three after Jonathan Trott was unwell, was all at sea against master spinner Saeed Ajmal and his tentative push went through his legs to hit the stumps. He made only three.
Pietersen, who has been woefully out of form making just 16 runs in the series, managed one more before Rehman trapped him and in the same over had the equally out of form Morgan bowled to dent England’s hopes of a victory.

Rehman then accounted for Trott (one) and Stuart Broad (nought) in the same over to leave England 7-68.

Ajmal dismissed Graeme Swann (nought) and Matt Prior (18) to complete his 100 Test wickets in his 19th match before Anderson was caught off Rehman to give Pakistan a sensational win.
England’s previous lowest against Pakistan was 130 — made on two occasions at The Oval in 1954 and Lahore in 1987.

Earlier, Pakistan lost their last six wickets with the addition of 89 runs after resuming at 125-4, with all hopes pinned on Azhar Ali and Asad Shafiq.

Panesar took three of those wickets to finish with his eighth five-wicket haul in Tests.

Azhar Ali (68) and Asad Shafiq (43) added 88 for the fifth wicket before Panesar struck.

But England’s decision to take the second new ball as soon as it was due paid rich dividends as Anderson removed the dangerman Ali with a sharp rising delivery which caught the edge and was caught behind by Prior.

Ali hit eight boundaries during his 195-ball knock.

Broad then had Adnan Akmal (13) caught by Strauss in the slips off an ambitious drive in the next over as Pakistan wilted.

Rehman (10) and Ajmal (17) added an invaluable 36 for the eighth wicket before Panesar wrapped up the innings by taking the last two wickets.

PAK ARMY ISSUES DETAILED REPORT ON NATO ATTACK

Pakistan Army issued detailed Pakistani perspective on the US Investigation Report approved by DCC.

The detailed Pakistani Perspective on the US Investigation Report approved by Defence Committee of the Cabinet was issued by Inter Services Public Relations (ISPR) on Monday.

A press release issued by ISPR stated that Pakistan does not agree with several portions and findings of the Investigation Report as these are factually not correct. The fundamental cause of the incident of 26th November 2011 was the failure of US / ISAF to share its near-border operation with Pakistan at any level.

This obviously was a major omission, as were several others, like the complicated chain of command, complex command and control structure and unimaginative / intricate Rules of Engagement as well as lack of unified military command in Afghanistan. In addition to the foregoing, US / ISAF violated all mutually agreed procedures with Pakistan for near-border operations put in place to avert such uncalled for actions. It also carried out unprovoked engagement of Pakistani Posts located inside Pakistan violating the US / ISAF mandate which is limited to Afghanistan alone.

The US Investigation Report is structured around the argument of ‘self defence’ and ‘proportional use of force’, an argument which is contrary to facts. Continued engagement by US / ISAF despite being informed about the incident at multiple levels by Pakistan Military within minutes of initiation of US / ISAF fire, belies the ‘self defence’ and ‘proportional use of force’ contention. Affixing partial responsibility of the incident on Pakistan is therefore, unjustified and unacceptable.

Don’t return, Spy Master advises Musharraf

Islamabad – ISI Chief Gen.Pasha held a secret meeting with former President General (retired) Pervez Musharraf in Dubai advising him not to visit Pakistan Said DAWN.
“General Pasha, who has remained very close to the former president, held a meeting with him (Musharraf) in Dubai and advised him not to return to the country as the situation is not conducive for his return,” said an insider while requesting anonymity from this correspondent.
The Senate on Monday also passed a resolution  demanding the arrest of the former military ruler on his return. Interior Minister Rehman Malik also announced that Musharraf would be arrested  the day he landed in Pakistan.
The sources claim that Pasha strictly advised Musharraf to not to return.
It is yet not clear whether the meeting was held on the directions of the ruling Pakistan People’s Party government or if it was a private meeting. However the sources insist that it was a private meeting between the two.
The sources also claim that Pasha enjoys a long history of relations with the former dictator.
In 2008, during the last year of Musharraf as president, Pasha was appointed to the key posting of Director General (DG) of Military Operations Directorate. Later General Kayani, after becoming the chief of Army Staff, promoted him as Lt Gen and appointed him the chief of the ISI.
Currently two important cases against Pervez Musharraf have been registered in Pakistan. An Anti Terrorists Court (ATC) in Rawalpindi has already declared Musharraf a proclaimed offender in the Benazir Bhutto murder case. Musharraf was also nominated in Akbar Bugti’s murder case in Balochistan.
The sources also claim that Musharraf, after meeting with the ISI Chief, called a meeting of his party on January 25th for revisiting his decision to return to Pakistan.

The solar flare occurred at about 11 p.m. EST Sunday and will hit Earth with three different effects at three different times. The biggest issue is radiation, according to the National Oceanic and Atmospheric Administration's Space Weather Prediction Center in Colorado.

The radiation is mostly a concern for satellite disruptions and astronauts in space. It can cause communication problems for polar-traveling airplanes, said space weather center physicist Doug Biesecker.
Radiation from Sunday's flare arrived at Earth an hour later and will likely continue through Wednesday. Levels are considered strong but other storms have been more severe. There are two higher levels of radiation on NOAA's storm scale — severe and extreme — Biesecker said. Still, this storm is the strongest for radiation since May 2005.
The radiation — in the form of protons — came flying out of the sun at 93 million miles per hour.
"The whole volume of space between here and Jupiter is just filled with protons and you just don't get rid of them like that," Biesecker said. That's why the effects will stick around for a couple days.
NASA's flight surgeons and solar experts examined the solar flare's expected effects and decided that the six astronauts on the International Space Station do not have to do anything to protect themselves from the radiation, spokesman Rob Navias said.
A solar eruption is followed by a one-two-three punch, said Antti Pulkkinen, a physicist at NASA's Goddard Space Flight Center in Maryland and Catholic University.
First comes electromagnetic radiation, followed by radiation in the form of protons.
Then, finally the coronal mass ejection — that's the plasma from the sun itself — hits. Usually that travels at about 1 or 2 million miles per hour, but this storm is particularly speedy and is shooting out at 4 million miles per hour, Biesecker said.
It's the plasma that causes much of the noticeable problems on Earth, such as electrical grid outages. In 1989, a solar storm caused a massive blackout in Quebec. It can also pull the northern lights further south.
But this coronal mass ejection seems likely to be only moderate, with a chance for becoming strong, Biesecker said. The worst of the storm is likely to go north of Earth.
And unlike last October, when a freak solar storm caused auroras to be seen as far south as Alabama, the northern lights aren't likely to dip too far south this time, Biesecker said. Parts of New England, upstate New York, northern Michigan, Montana and the Pacific Northwest could see an aurora but not until Tuesday evening, he said.

For the past several years the sun had been quiet, almost too quiet. Part of that was the normal calm part of the sun's 11-year cycle of activity. Last year, scientists started to speculate that the sun was going into an unusually quiet cycle that seems to happen maybe once a century or so.

Now that super-quiet cycle doesn't seem as likely, Biesecker said.
Scientists watching the sun with a new NASA satellite launched in 2010 — during the sun's quiet period — are excited.
"We haven't had anything like this for a number of years," Pulkkinen said. "It's kind of special."
