Asif Yaseen said Pakistan developed fresh relations with the US on mutual interest basis. The US tone towards Pakistan had changed, he added.

Peshawar Airbase Attack: Five terrorists, four civilians killed

PESHAWAR: A suicide and rocket attack targeting jet fighters and gunship helicopters at the Air Force Base located within the compound of the airport here killed five terrorists, four civilians and wounded forty more.
The assault late Saturday claimed by the Tahrik-e-Taliban (TTP), sparked prolonged gunfire and forced authorities to close the airport, a commercial hub and Pakistan Air Force (PAF) base in Peshawar, on the edge of the tribal belt.
While search operation at the airport and airbase continues, ISPR said that the terrorists could not enter the airport due to timely actions taken by the Pak Army and Air Force successfully foiling the attempt of the terrorists to attack the Civil Aviation, Air Force and Pak Army Aviation’s assets located adjacent to the airport.

Pakistan Navy vessels visit Cape Town

Two Pakistan Navy vessels have arrived in the Cape Town naval port of Simon’s Town for a short port visit.

The destroyer PNS Tippu Sultan and the combat support ship PNS Nasr are visiting from 10 to 13 December. Their entry into the port was slightly delayed by the strong South Easter wind blowing in False Bay.

The purpose of the ships’ visit is to maintain the Pakistan Navy’s international contact with the South African Navy and also to enhance bilateral relations between Pakistan and SA.

According to the SA Navy, the relationship between the two navies has been increasing steadily and this visit to Simon’s Town by the Pakistan Navy ships presents an ideal opportunity to further strengthen the existing ties between the two navies. To further cement the closeness between the Pakistani and South African navies, chief of the staff, Pakistan Navy, Admiral Mohammed Asif Sandila would also visit SA at the same timeframe.

The Pakistan Navy has been part of Combined Task Force 151 (CTF-151) since January 2009 in an effort to combat piracy in the Gulf of Aden. CTF-151 is the international naval task force that operates in the Gulf of Aden and off the eastern coast of Somalia. The Pakistani Navy will soon take over from the Turkish Navy as the Command of Combined CTF 151.

Prior to arriving in South African waters, the two vessels visited the Seychelles, where discussions centred on the anti-piracy efforts in the region and the work of naval coalitions.

In a departure from the norm for foreign vessels berthed in Simon’s Town, the two ships will be open to the public from 3pm to 5pm on Tuesday 11 December.

Strategising Pak-US partnership

There are times when it is possible to negotiate directly with the US and confine Pakistan’s concerns over declining professional and institutional relationship beyond maintaining the historical ad hoc strategic arrangements. The 21stround of the two-day summit of Pak-US Defence Consultative Group (DCG) illustrates a positive impression. After the settlement, it is proper for the US to adopt a strategy of adhering to permanent national securityinterests of Pakistan.
The principal of sovereignty and legal norms put forward in the post-Salala and against the illegal drone campaign symbolizes that prioritizing Pakistan’s defence & security requirements would eventually be contributing to dissipate controversial provisions of Pak-US dialogues, especially in terms of sanction regime and International law. Thus, proving that the US/NATO should realize that the states “under threat” from militancy and foreign infiltration would never risk its sovereignty at any cost. It was essentially counterproductive to impose harsh economic/military sanctions and not awarding concessions as an application to defeat terrorism and extremism and thereby chance to stabilize Afghanistan. The DCG meeting of December 3-4, 2012jointly stated that, “recognizing the enduring security requirements on both sides of the Afghanistan-Pakistan border, the two delegations agreed to cooperate on a prioritized set of Pakistan’s defence requirements which will follow-on consultations on security assistance.
The United States and Pakistan also discussed the importance of the Coalition Support Fund and securityassistance programs, and agreed to continue consultations on the way forward.” With this type of dispatch, the DCG agreed on continuing American support to Pakistan under Coalition– the DCG remains an invaluable forum to discuss strategic defence policy issues and exchange views on shared security concerns, and committed to continue working together to implement a framework for defence cooperation based on areas of convergence between the US and Pakistani interests to promote peace and stability in the region.” Since both countries tremblingly face the brutal threat of fragmentation in Afghanistan and by extension to other regional economic powers.
One assessment is that such situation can be prevented if the US policies shift to a footing of “maximum equality”, which no longer desire Pakistan to just “obey” the orders of a powerful friend. For the most part, Pakistan never seek to replace the US as strategic partner, but a stable and democratic Pakistan needs foreign investments and access to the US market, rather than threats and plans to modify the territorial map of South Asia. Strategizing Pak-US partnership therefore will not only help defeating terrorism and extremism, but will also supply crucial and timely material support to the Pakistani people.
The recent settlement between the US and Pakistan conceded more than the mistrust by which both countries felt the need of appreciation, and deemed it unnecessary to slide into deep and permanent hostility. However, there are groups and ideologues charged with warning policy makers in the US, who consistently construct synthetic threats emanating from nuclear accidents/Taliban controlling the Pakistani state and Balkanization of Pakistan. The presentations of such dangerous scenarios are justly infamous because gradually they are also being employed as psychological methods by negotiators. Providing implicit or explicit support to such rumors, media ploughs, diplomatic intentions, legal and military operations are fully against the array of challenges that both the US and Pakistan are facing.
From its creation in 1947, Pakistan has been the primary target of economic, political and military threats from the forces grew out both from domestic and international networks of vested groups. Over the next two decades, it is crucial that the US and Western powers must help Pakistan in enhancing its economic, energy, defence and security capacities as the emerging new alliances are not limiting their strategic partners to the traditional regions. Also, conducting a foreign policy under the shadow of extreme economic crisis bitterly betrays the sense of equality and national identity character. As far as intelligence sharing arrangement goes, finding a better & balanced system of exchange is increasingly becoming the only option to turn around the fears of terrorist attacks in Afghanistan, Pakistan and in the wider world. The intelligence professionals seemed to agree upon that too much hostility and anti-sharingbehavior could risk terrorists and “bad guys” slipping out into tiny groups, an assessment that evidently would affect the value of information.
There is also the need of a “new strategy” with the proposition that “before” the US/NATOwithdrawal in 2014, every opportunity that enables both Pakistan and Afghanistan to work together must be encouraged and supported by the US. In retrospect to negotiation with Taliban and upgrading Afghan military/security forces, drafting Pakistan’s expertise would open up new channel of communication and trust between the two brotherly neighbors. Furthermore, apparently dismissive of calls for technological modernization of Pak-military’s weaponry systems, the prevailing optimism can be realized if the US benefit itself by offering to share modern military weapons and education with Pakistani professionals. It would be a leading act of building bridges between the future cadres of army officers and soldiers of both allay countries, which in turn would prevent the nourishment of anti-American sentiments in Pakistan’s civil & military institutions.

General Kayani’s understandable statement

CHIEF of Army Staff (COAS) General Ashfaq Pervez Kayani while addressing officers at the GHQ has stated that noindividual or institution has the monopoly to decide what is right or wrong in defining the ultimate national interest. In his well-considered and well-worded statement the COAS said the armed forces draw their strength from the bedrock of the public support and any effort which wittingly or unwittingly draws a wedge between the people and the armed forces undermines the larger national interest.
The statement created an instant stir and became a subject of heated debate of talk shows and discussions and several analysts read a lot in it while others described it as enigmatic. But in our view the subject statement was quite understandable and a cue to the thinking in the army. It should not be seen in isolation but in the perspective of so many developments during the last few years. For instance all had read and heard the statement of former Ambassador to Washington Hussain Haqqani and persistent attempts to bring the ISI under the thumb of a sectionofficer. More significant was to suck the army in mostly terrorism related domestic issues to divert its attention from the sacred duty of defence of the frontiers of the motherland. All this coupled with day in and day out uncharitable comments from some of the politicians and a section of the media gave a clear impression of character assassination of the Generals and the army. Of course recently and almost simultaneously in an orchestrated way, stories and comments appeared in the media about the NLC and Railways land scams in which several Retired Generals were blamed to be involved. Retd Air Marshal Asghar Khan case also highlighted the involvement of ISI in the creation of IJI and distribution of money by the Agency among the politicians to manipulate elections. Not only these politicians and media made the retired Generals subject of brute criticism but also a negative impression seemed to have been created about the army. Therefore when General Kayani says that wittingly or unwittingly an attempt has been made to draw a wedge between the people and the armed forces of Pakistan is comprehensible and understandable.
In any case, as the nation passes through the most difficult time of Pakistan’s history and as stated by General Kayani everyone has a great responsibility to shoulder, we should learn from the past, try to build the present and keep our eyes set on a better future. He was right in stressing that the way forward was to strengthen the institution, ensure the rule of law and work within the defined bounds of the constitution. Now when elections, which are being considered as mother of all elections in Pakistan are due, any attempt to weaken the institutions and trying to assume more than one’s due role will set the country back. Every one owes it to lay correct foundations for the future of Pakistan. As the COAS said the integrity and cohesion of the armed forces is essentially based on the trust reposed in them by the people of Pakistan and strengthening this trust will ensure better security of the country. It is the only institution on which the people have all their faith and which comes to the rescue of the nation in difficult times, including defending the sacred borders of the motherland, fighting against terrorism, foiling internal and external conspiracies and assisting the people during natural calamities. As stated by the COAS, there could beindividual mistakes and these should be best left to the due process of law and the fundamental principle that no one is guilty until proven should not be forgotten. Therefore no one should pre judge any one and avoid insinuating and demoralizing comments and debates on the armed forces which are totally against the national interests.
